How Morris County Release Works
A release record answers a narrow event question: when and how did this custody episode end? It is not a complete criminal history. For a Morris County booking, the Sheriff is the first source even when another county supplied the bed. The building that handled the actual departure may own the door-out time and property details, while Morris County retains the arrest, booking, and local case link.
“Release” must always name the custodian. Bond, recognizance, dismissal, a court order, or completion of a local sentence may return a person to the community. Transfer to another county jail, the Kansas Department of Corrections, federal custody, or ICE ends one agency’s control without ending custody. Death is also a custody-ending event and should never be casually labeled release.

Morris County Release Record Fields

The court record can show the order or disposition behind the event, but it does not establish the moment the jail completed processing. Read the court and jail records as linked parts of one timeline.
Request a Morris County Release Record
Start with the Morris County Sheriff’s records custodian at 501 W Main Street, Council Grove, KS 66846, telephone 620-767-6310. A narrow request for one identified event is easier to locate than a broad request for every record about a name.
- Provide the full name, known date of birth, and bounded booking date range.
- Include the booking or incident number when known.
- Ask for the booking and release record, physical holding facility, timestamps, release type, and receiving agency to the extent maintained and open.
- Request an electronic copy and a written fee estimate before costs beyond an approved amount.
- If Morris identifies another holding jail, request that jail’s physical release log while retaining Morris’s booking and disposition record.
- Review the response against the correct booking number, date, arresting agency, and case.
The county open-records form asks for requester name and address, signature and printed name, a specific record title or date, and number of copies. It also says the Clerk considers only records filed in or available to the Clerk. The County Clerk and Freedom of Information Officer can help route a request, but should not be assumed to hold Sheriff records.
Kansas Law on Morris County Records
The Kansas Open Records Act begins with openness subject to exemptions. K.S.A. 45-217 excludes jail and detention rosters from its definition of criminal investigation records. That supports access to roster information but does not promise every desired field.
K.S.A. 45-218 requires action on a request as soon as possible and no later than the end of the third business day. That action may be production, denial, or an explanation that more time is needed, not a guaranteed three-day production deadline. K.S.A. 45-219 permits reasonable actual-cost fees and advance payment. Juvenile, sealed, expunged, victim-identifying, medical, security, investigative, and other protected material may remain closed.
Morris County Courts Explain Release
Morris County has two important court paths. The Morris County District Court in the Eighth Judicial District handles Kansas criminal cases, while Council Grove Municipal Court handles city ordinance matters. A docket may show bond modification, a release order, dismissal, plea, sentence, probation, commitment, revocation, or discharge. The order explains legal authority, while the jail remains the stronger source for actual release time. Transportation After Morris County Release

KASPER Search for Morris County Releases
KASPER is the Kansas Department of Corrections released-first search for a person who entered a KDOC-funded or operated program. It covers people sentenced to the Secretary of Corrections since 1980, including incarcerated, parole, conditional-release, postrelease, compact, community-corrections, and discharged records. It does not prove release from a short Morris County booking that never entered KDOC.

A person record can show convictions, case number, physical description, photograph, facility placement, movements, anticipated release date, supervising parole office, and custody or supervision type. “Discharged” differs from “Parole.” The photo date warning also means an image should not be assumed current.
Morris County Has No Release Feed
The Sheriff’s Agency Data page publishes no online roster, 24-hour release list, 72-hour archive, release fields, refresh cadence, or retention window. It directs jail-roster inquiries to 620-767-6310. A missing web name therefore proves nothing.
Call with identity and booking details, ask for the physical jail, exact time and type of exit, and receiving agency. Kansas VINE can supplement that call for county-jail custody changes, but it is not a Morris County recent-release database.
Morris County Supervision After Release
Probation is a court sentence supervised locally through Court Services or Community Corrections. Parole and postrelease supervision follow a KDOC sentence. The Morris District Court routes Court Services through option 3 and Community Corrections through option 4. KDOC parole service for Morris County is assigned through the Junction City Parole Office.
KASPER may show a supervising office and supervision type. Its separate absconder searches distinguish parole from community corrections, but an absconder label should not automatically be called an active warrant. Verify the listed system and office before treating either form of supervision as current.
Morris County VINE and Federal Checks
Kansas VINE covers adults housed in Kansas county jails and does not cover KDOC prison inmates. Morris County’s Sheriff links the service. Search one person through VINELink, match identity and facility, and register phone, text, email, or in-app notice when offered. A phone alert uses a four-digit PIN and the pound sign for acknowledgment. A notice can concern release, transfer, escape, or another custody change, so verify it with the jail.
The BOP locator covers federal inmates from 1982 forward and can show name, register number, age, race, sex, release date, and location or status. A past date with “Released” means BOP custody ended, not that all custody or supervision ended. “In Transit” is not release. USMS manages federal pretrial prisoners but has no comparable public released-person locator. ICE ODLS applies only when immigration transfer is plausible.
Where Morris County Release Appears
Choose the system that owned the custody event. A current roster and a release record answer opposite questions, while transfer can connect both at different agencies.

Morris County Custody Geography Changed
Official minutes document changing local capacity. In December 2021, Chase County advised Morris County that it would stop holding Morris prisoners, and commissioners approved a Dickinson County arrangement. July 2024 minutes said the Morris jail could not open or hold prisoners without a working fingerprint machine. October 2024 minutes then described repaired cells, south-side cells in use, and a lock repair still pending on the north side.
These are dated facts, not a permanent current rule. They explain why “Morris County inmate” identifies the booking authority more reliably than the building. For any named person, ask which physical jail held that booking.
Released by Morris County or Elsewhere
“Released by Morris County” and “walked out of a Morris County building” may describe different places. The reliable sequence is to call Morris County for booking and disposition, identify the actual holding jail, and obtain the physical release entry from the correct custodian.
Build a short timeline when sources conflict: arrest and booking, court authority, physical exit or transfer, receiving agency, and later supervision or discharge. Prefer the source that owns each fact. The court owns its order, the jail owns its processing log, KDOC owns its sentence and supervision status, and BOP owns federal custody status.
